2016 Investment Performance Review

Will MacKay of CIBC Wood Gundy reported on the Town's investments. The Town's strategy is to invest "with the highest return on investment with the maximum security, preservation of capital and appropriate liquidity while meeting daily cash flow demands and conforming to the statutory requirements of the Ontario Municipal Act, 2001".

Overall, the Town saw a 3.2% return last year with a 3.8% annualized return over the previous three years. Mr. MacKay pointed out that the Town's investments are structured such that they have an average maturity of 3½ years while earning a similar return to that of a 5 year GIC.

Annual Report on Town's Rooftop Solar PV System

Fred Simpson gave a presentation on the performance of the Town's Solar Photovoltaic system that is installed on the roof of the Public Works garage. Mr. Simpson reported that the system is generally meeting anticipated system performance, with the Town earning over $72,000 of revenue last year and $140,000 since being installed in December 2014. At this rate, the system will have paid for itself in another four years.

Proposed new Gas Station & Convenience Store

Council approved a Site Plan Agreement with the owners of the property located on the southeast corner of Hwys 89 & 10, specifically Part of the West Half of Lot 32, Concession 2 WHS. The agreement paves the way for the owner to obtain a building permit from Dufferin County to build a gas station and convenience store on the lot.

Greenwood Aggregates Submit new route to Access Proposed Gravel Pit

Greenwood Aggregates submitted a revised haul route for their proposed Violet Hill Gravel Pit. The proposed new route would see vehicles accessing the pit from the 30th Sideroad, heading west to 3rd Line EHS and then north to Hwy 89. Director of Planning David Trottman reported to Council that he has circulated these documents to the applicable agencies and internal staff and that a response on the submission would be forthcoming in a timely manner.

Municipal Drinking Water System Report

The 2016 Annual Reports for Water Works for the Cardinal Woods and Island Lake Drinking Water Systems have been completed and are available to the public. Also available are copies of the 2016 Summary Reports for Water Works for the Cardinal Woods and Island Lake Drinking Water Systems.

Shelburne & Rosemont Fire Department Budgets Approved

Council approved both the Shelburne District Fire Department and Rosemont District Fire Department 2017 budgets. Council further passed a resolution whereby the Rosemont District Fire Board would continue to consider the transfer of their operational surplus to their capital reserves.

Town Hall Meeting

The Town Hall Meeting held at Mono Community Centre of Saturday March 25th was a success with approximately 60 residents attending. Director of Public Works Michael Dunmore gave a presentation on water quality; and Mono resident John Ito and Bo Cheyne from Wellington-Dufferin-Guelph Public Health spoke about the health risks of radon gas accumulating in buildings including people's homes. The presentations were followed by an open forum. Presentations from the meeting and questions asked during the forum, along with their respective answers, will be posted to the Town's website shortly.

The next Town Hall Meeting has been tentatively set for October 28th.
