Mono Hiking Challenge Grand Prize Draw

The first order of business was the grand Prize Draw for the Mono Hiking Challenge. Deputy Clerk Fred Simpson provided an overview of the challenge that saw over 300 people hike 9,443.1 kilometres. Beth Grant, from Canoe North Adventures, who sponsored the grand prize, talked about what the winners would experience on their Grand Prize trip.

The Grand Prize is a one week stay for two people at Canoe North Adventures Lodge in Norman Wells, Northwest Territories where the winner will have an opportunity to hike in the spectacular Mackenzie River Valley & Franklin Mountains. Canoe North Adventures is owned and operated by Al Pace and has its off season offices at 307114 Hockley Road in Mono, home to Al's other business, Farmhouse Pottery.

Zoning Bylaw Amendments

Council approved two Zoning Bylaw Amendments. The first, ZBA 2017-02, will see 10 & 10 Garden Centre on Hwy 10 replace their existing seasonal greenhouses with permanent commercial grade greenhouses. Parking for their retail outlet will also be expanded. The changes necessitated altering the zoning from Rural (A) to Special Rural - 16 (A-16).

Council also approved the rezoning of existing Environmental Protection (EP) Zone to Rural (A) Zone to permit construction of a single family home on the west side of a property on Mono-Amaranth Townline, near the 10th Sideroad ( ZBA 2017-04).

Public Question Period

Two questions were posed to Council during question period. Elaine Capes enquired into the status of an updated noise bylaw. The Town has been waiting on the results of a Niagara Escarpment Hearing that, among other things, involved the noise bylaw. The Town will not be making any changes to the noise bylaw until the NEC Hearing Office renders its decision.

A resident of Shelburne asked whether the Town of Mono has considered developing a taxi licencing program. CAO Mark Early responded that Mono does not have a taxi bylaw but that does not preclude a taxi operator that is licenced in another jurisdiction from operating in Mono. Council directed staff to investigate any benefits of developing a taxi bylaw for Mono.

Idling Bylaw

The Mono Research Advisory Committee recommended that the Town consider establishing an idling bylaw. Idling bylaws typically restrict how long a vehicle can be left running when not moving and often impose fines for infractions. Council directed staff to investigate and report back on an idling bylaw and the provision of electric car charging stations in the municipality.

Draft Budget

Treasurer Les Halucha presented the 2018 Draft Budget. He advised Council that to keep the budget increase to 1.7% (Cost of Inflation), $315,196 would have to be trimmed. A 2% increase over last year would require that $293,733 be trimmed from the budget.

The Treasurer emphasized the increasing infrastructure deficit, noting that 5 future projects in the capital planning budget; 4 bridges and a stormwater pond evaluation, had reserves removed from the budget ($446,000); and 3 other bridge reserves were being underfunded.

Council started the process of working through the draft budget line by line. Council convened a Special Council Meeting on Monday November 20th at 2 p.m. to continue its review.

The next regular Council Meeting is scheduled for November 28th, 2017 at 9 a.m.

Council will be holding a Special Council Meeting on November 20th, 2017 at 2 p.m. to review the 2018 Draft Budget.
