Shelburne Library Funding Formula

Shelburne Library Shelburne Library is jointly funded by Shelburne, Mono, Amaranth, Melancthon & Mulmur. The funding formula is periodically reviewed to ensure an equitably distribution of the cost to each of the five municipalities. Funding is based on the number of households with library patrons with each municipality being charged a non-resident fee for each of these households. The Shelburne Library Board recommended minor changes to the funding formula including increasing the non-resident fee from $65, last changed in 1994, to $100. Mono Council approved the changes.

Correspondence was also received from the Township of Mulmur withdrawing their membership on the Library Board.

Island Lake Drinking Water System Inspection Report

The Island Lake Drinking Water System 2016 Inspection Report, prepared annually by the Ontario Ministry of the Environment and Climate Change (MOECC), was received by Council. The purpose of the inspection is to confirm compliance with legislation as well as evaluating conformance with ministry drinking water related policies and guidelines. The inspection did not find any non-compliance issues and did not identify any areas that failed to meet provincial best practices.

Greenwood Appeal

As reported in the August 23rd Council Highlights, the Town considered Greenwood Aggregate's Zoning Bylaw Amendment, to allow a gravel pit on their property on the 30th Sideroad, incomplete. The Director of Planning, David Trotman, reported to Council Greenwood Aggregates' intention to appeal the Town's decision to the Ontario Municipal Board.

Update regarding the Mono Developments Subdivision

Map showing proposed subdivision Mono Developments Limited submitted a draft subdivision plan in December 2015 to develop a housing subdivision on the east side of Hwy 10 adjacent to Island Lake (north of Forest Lawn Cemetery). The Planning & Environment Advisory Committee (PEAC) held a public meeting in April 2016 to give residents an opportunity to review and comment on the proposed subdivision. Since April, the developer has revised their draft plan to address issues that were raised; however, there remains several unresolved issues. The developer requested that the Town hold the requisite Statutory Public Meeting; however, Director of Planning David Trotman recommended to Council that the Town hold off on this meeting until the unresolved issues are satisfactory addressed.

A Planning & Environment Advisory Committee meeting has been tentatively scheduled for October 4th, 2016 to further consider the matter.

County of Dufferin Provincial Coordinated Land Use Planning Review

Council received Dufferin County's Provincial Coordinated Land Use Planning Review. Council expressed concern that the Provincial Plan review does not address funding of the infrastructure and social services required to support provincial growth numbers. Director of Planning David Trotman advised Council that local planners would be meeting soon and that he would prepare a report for the October 11, 2016 Council meeting.

OPP crestDufferin OPP Quarterly Report

Council received the Dufferin OPP Detachment Commander's Report. This quarterly report outlines police activities including reported crimes and motor vehicle collisions.
